Meet Our Team

Attorney Joel Winston specializes in broadband, cable, and wireless law. He has represented more than 100 municipalities in negotiating cable franchise agreements and performing cable franchise audits of every major cable provider. Mr. Winston has drafted wireless laws and regulations for more than 50 municipalities in Pennsylvania and New York.
Mr. Winston also defends local governments from cable and wireless disputes in state and federal courts. Recently, he successfully defended the City of Pittsburgh from a federal action by the AT&T Corporation. In addition, Mr. Winston achieved legal victories in defending municipal wireless zoning laws, including against Verizon Wireless in Beaver County (PA) and private wireless developers in Allegheny, Northumberland, and Westmoreland (PA) counties. Involving cable law, Mr. Winston successfully defended the City of Rochester (NY) from a federal action by Charter Communications (Spectrum).
Mr. Winston also practices in telecommunications public policy. On behalf of municipalities in Maryland, New York, and Oregon, he successfully petitioned the Federal Communications Commission (FCC) for an interpretation of the federal Telecommunications Act of 1996. As counsel for a community media group, he drafted digital streaming services legislation that was proposed in the Massachusetts House of Representatives.
Mr. Winston received his undergraduate degree from the University of Michigan in Ann Arbor and his law degree from Seton Hall University in Newark. He is licensed to practice law in New Jersey, New York, and Pennsylvania.
Outside of the office, he enjoys coaching little league baseball and visiting Pennsylvania State Parks with his family.
